Despite recent reforms that decriminalized possession of small amounts of cannabis, public consumption, and paraphernalia, serious concerns remain with Maryland’s cannabis policy.
According to an ACLU report on data from 2018-2019, 96% of all cannabis possession charges in Baltimore City were filed against Black people, even though Black people only represent around 60% of the city’s population. In Prince George’s County, the numbers are equally as appalling. Even though Black people only made up about 65% of Prince George’s county’s population, 90% of those charged were Black.
John believes that the best solution to this problem is to legalize recreational cannabis in Maryland.
As Governor, John will:
- Work to legalize recreational cannabis across the state.
- Expunge the records of all nonviolent offenders incarcerated for cannabis-related charges.
- Prioritize investment in cannabis retail businesses owned by people of color and women.
- Tax the sale of cannabis as a means to boost state revenue.
